Money: Government finance, the Centre and the states, RBI

Where the money comes from, and where it goes.

Every rupee the government spends comes from a tax you pay, a fee, a sale, or a loan someone makes to it. This guide follows those rupees: what the Centre and the states earn, spend, borrow and owe, how each year's budget turned out, and who lends to them.

What the accounts say

From April to July 2026 the Centre ran a fiscal deficit of ₹4,55,144 crore, which is 26.8% of the year's budget estimate. At the same point a year earlier the deficit stood at 29.9% of that year's estimate, so this year's running total is 3.1 points lower.

Receipts are doing most of the work: tax revenue, net of the states' share, had reached 29.5% of the year's budget estimate by July, against 23.3% a year earlier, and total receipts, excluding borrowing, stood at 35.8% of the year's budget estimate against 31.3%.

Total expenditure was 33.0% of the year's budget estimate against 30.9%, with capital expenditure at 36.9% against 31.0% and interest payments, which fall due on a fixed calendar, at 30.4% against 35.0%. Non-tax revenue ran behind, at 63.5% of the year's budget estimate against 69.2%, and other receipts, mainly disinvestment, at 34.5% against 48.2%.

The revenue deficit is the year's weakest mover: ₹43,645 crore so far, against ₹1,51,279 crore a year earlier. Further back, of the 48 series that follow the Centre's fourteen headline items from budget estimate to final accounts, 41 are rising and 7 falling.

What they do not say

These are unaudited accounts, added up from April to July, and a government's year is lumpy: taxes arrive in quarterly instalments, the RBI's dividend usually lands in May, and much of the spending waits for the last months.

So the share of the year's budget estimate used by now, 26.8% for the fiscal deficit, does not say how the year will end. Total receipts, excluding borrowing, are about 2.1 lakh crore ahead of this point last year, the biggest rise of any line in these accounts, and the revenue deficit, 7.4% of the year's estimate in July, was a surplus in May.

The budget itself was written before the year began and will be revised in February, and these figures cover the Centre alone; the states keep their own books. We do not know where the year's deficit will land.

What it means for you

The Centre's budget for 2026-27

The Centre plans to spend – in 2026-27, about – for every person in India. Of every ₹100 of that, – goes to pay interest on what it has already borrowed, – to defence, – to subsidies on food, fertiliser and fuel, and – to building things that last, such as roads, railways and defence equipment. Interest comes first, before any new road or school: it is owed to people and institutions who lent in earlier years.

Much of that lending is close to home. When you put money in a Public Provident Fund account, a post office deposit or a Sukanya Samriddhi account for a daughter, you are lending to the government. Savers held – in these schemes in –. The government sets their interest rates each quarter: – on the PPF and – on Sukanya Samriddhi from –. Your bank and your insurer lend too, by holding government bonds with your deposits and premiums.

How to read these numbers

Three numbers for every year. Each Union Budget, presented on 1 February, gives a budget estimate for the coming year and a revised estimate for the year about to end. Months after a year closes come the accounts: provisional ones from the Controller General of Accounts in May, audited ones later. The three can differ by lakhs of crores. This guide never joins them into one line: the accounts are drawn solid, the revised estimate and the budget estimate as separate marks, and every chart says which is which.

The deficits. The gross fiscal deficit is everything the government spends less everything it receives other than new borrowing; it is how much it must borrow in the year. The revenue deficit is the part of day-to-day spending (salaries, interest, subsidies) not covered by day-to-day income: borrowing to pay running costs rather than to build. The primary deficit is the fiscal deficit less interest: whether this year's choices, leaving aside the cost of old debt, add to the debt.

The Centre, the states, and both. The Centre collects most taxes and passes a share to the states; the states spend most of the money that reaches people, on schools, hospitals, police and roads. Their accounts are published apart. The combined account nets out what one owes the other, so it is not the sum of the two. The Centre's tax figures here are net of the states' share unless a chart says gross.

Per cent of GDP depends on which GDP. A ratio to GDP is only as steady as its denominator, and India has measured GDP on several base years. The RBI divides by the GDP series of the time (the 1999-2000 base to 2003-04, the 2004-05 base to 2010-11, the 2011-12 base since), and these are drawn as separate rulers, never joined. Where a chart adds a line on one ruler back to 1970-71, that line is India Atlas's own arithmetic, the RBI's rupee figures divided by the statistics office's back series of 2011-12-base GDP: it is drawn dashed and named as ours, never as a continuation of the RBI's. The new 2022-23 series measures a different economy size again (section 09).

The deficit

Since 1970-71

The Centre budgets a deficit of 4.3% of GDP for 2026-27, half its pandemic peak of 9.2% in 2020-21

How to read this

The Centre's deficit swells in hard years and shrinks in good ones. It ran at seven to eight per cent of GDP through the late 1980s, before the crisis of 1991, fell after the reforms that followed, rose again after the global financial crisis of 2008, and reached its highest in the pandemic year, when revenue fell and spending on food and health rose. The states' deficit is smaller and steadier: since the mid-2000s their own fiscal responsibility laws and the Centre's limits on their borrowing have held it near three per cent of GDP.

As of the Union Budget for 2026-27

The Centre's deficit was – of GDP in 2024-25 (accounts), – in 2025-26 (revised estimate) and is budgeted at – in 2026-27. The states' budgets add up to – in 2025-26.

The deficit does not build evenly through the year. Taxes arrive in lumps (advance tax in June, September, December and March), the RBI pays the government its surplus in May, and spending bunches near March. So a deficit at a third of the budget by July is neither good nor bad in itself; compare it with the same month of earlier years, as this chart does. A line that ends above 100% means the year's deficit overshot its budget.

A budget is a plan, written in February for a year that ends fourteen months later. The gap between the grey mark and the blue one is how far events moved it: a recession that cut taxes, an oil shock that raised subsidies, a pandemic. The revised estimate, made in the last weeks of the year, is usually close to the outcome. When reading any budget, ask which of the three numbers you are looking at.

As of the provisional accounts for 2025-26

How to read this

Until the 1990s the RBI financed much of the deficit by lending to the government almost on demand, through ad hoc Treasury bills that it simply printed money to buy. That ended in April 1997. Since then the deficit has been paid for mostly by selling bonds to banks, insurers and funds at market rates, and, from the 2000s, by the National Small Savings Fund, which lends the savings collected at post offices. Shares can exceed 100 when another source runs negative, for instance when the government builds up cash.

As of the Union Budget for 2026-27

In 2024-25 market borrowing paid for – of the deficit. In 2026-27 it is budgeted to pay for –. The Centre and the states together borrowed – from the market (gross) in 2025-26.

How to read this

In the 1970s the Centre lived on excise duty and customs, taxes on goods made and goods imported. Liberalisation cut tariffs from the 1990s, and income and corporation tax grew with the salaried and corporate economy. In July 2017 the Goods and Services Tax replaced most excise duty, service tax and the states' sales taxes; what remains as excise is mainly on petrol, diesel and tobacco. The jump in income tax in 2000-01 is a change in sharing, not in collections: until then the states received most of the income tax and part of excise, and from that year they receive a share of all central taxes together. Shares do not add to 100, because smaller taxes and adjustments for the states' share are left out.

As of the accounts for 2024-25

Of the tax the Centre kept in 2024-25, income tax brought in –, corporation tax –, GST –, excise – and customs –.

Direct taxes have outweighed indirect taxes every year since 2021-22

The Centre's gross direct taxes (income and corporation tax) and gross indirect taxes (GST, excise, customs), per cent of GDP, 1970-71 to 2026-27, on three GDP series (1999-2000 base to 2003-04, 2004-05 base to 2010-11, 2011-12 base after), never joined.

How to read this

Gross taxes are before the states' share is paid out. Direct taxes fall on income and profits, so they grow faster than the economy when incomes rise; indirect taxes fall on what people buy, so they weigh more heavily on poorer households as a share of their income. Each break in the lines is a change in how GDP was measured, not a change in taxes.

As of the accounts for 2024-25

Gross direct taxes were – of GDP and gross indirect taxes – in 2024-25; the budget for 2026-27 expects – together.

States tax what is local: sales and the state's half of GST, liquor, stamp duty on property, vehicles, electricity. The Centre taxes income, profits and imports, and then hands roughly two-fifths of its divisible pool to the states, as the Finance Commission decides. So the states spend far more than they collect; this chart shows only who collects.

As of the accounts for 2023-24

The states collected – in taxes in 2023-24, against the Centre's gross –.

06

Where the money goes

The Centre's spending

Of every ₹100 the Centre plans to spend in 2026-27, ₹26 goes to interest

The Centre's total expenditure split into interest, defence, subsidies, other day-to-day spending, capital outlay and loans, per ₹100, for three years: two from the accounts and the budget for 2026-27.

Source: RBI, Handbook of Statistics, Major Heads of Expenditure of the Central Government (DBIE report 353). 'Other day-to-day' is revenue spending less interest, defence and subsidies (computed); 'capital outlay' excludes defence capital. Source
How to read this

'Other day-to-day spending' is the largest block: salaries, pensions, and the grants the Centre gives states and its own schemes (rural jobs, health, education) that pay for running costs. Capital outlay builds assets the government owns. Grants that let states build roads count as day-to-day spending in the Centre's books, so the Centre's capital outlay understates what its money builds.

As of the Union Budget for 2026-27

Interest takes – of every ₹100, defence –, subsidies –, and capital outlay outside defence –.

Interest will take ₹40 of every ₹100 the Centre earns in 2026-27

How to read this

This is the measure of how tightly old debt binds the present. A household that spends a third of its salary on loan instalments has less left for everything else, and the same is true of a government. The Centre's ratio rose through the 1980s and 1990s as deficits piled up, to about half of its revenue around 2000, eased as the economy grew fast in the 2000s, and rose again with the pandemic borrowing. The states' ratio is lower because they borrow less and get much of their revenue as transfers from the Centre.

As of the Union Budget for 2026-27

The Centre paid – of its revenue in interest in 2024-25, and budgets – for 2026-27. The states paid – in 2023-24.

The Centre budgets 3.6% of GDP for interest and 3.1% for capital spending in 2026-27

How to read this

Capital expenditure is spending on assets (roads, railway lines, defence equipment) and loans to states and public companies. Interest is the cost of past deficits. After 2020-21 the Centre raised capital spending sharply, including long interest-free loans to states for building. Whether the extra roads and lines pay back the borrowing is a question these figures cannot answer.

As of the Union Budget for 2026-27

Capital spending was – of GDP in 2024-25 against interest of –.

How to read this

Debt grows with each year's deficit, but as a share of GDP it can fall if the economy grows faster than the debt. That is how the ratio fell in the 2000s. It jumped in 2020-21, when the deficit soared and GDP shrank at once. Almost all of it is owed in rupees to lenders inside India; the Centre's external debt is a small slice, valued at today's exchange rate.

As of the state budgets for 2025-26

The Centre and states together owed – of GDP in 2023-24 (accounts). The Centre alone owes – and the states – by the budgets for 2025-26.

Banks must hold a share of their deposits in government bonds (the statutory liquidity ratio), insurers and provident funds buy them because they need safe, long-dated assets to match what they owe policyholders and members, and the RBI holds them as it manages money in the economy. Treasury bills are the government's short-term borrowing, sold every week and repaid within a year. They smooth out the timing of taxes and spending. Cash management bills are even shorter, issued for days or weeks when cash runs low. Much of the 91-day stock is held by state governments, which park surplus cash in them.

As of September 2026

In the week to 25 September, 364-day bills outstanding were –, 182-day – and 91-day –; state governments held – of the 91-day bills.

Long-dated debt is safer for a government: it locks in the rate it borrows at now and need not be refinanced soon. Debt falling due within five years must be repaid or rolled over at whatever rates prevail then. India's government sells bonds of up to fifty years, bought mostly by insurers and pension funds.

The Finance Commission, appointed every five years, decides what share of the Centre's divisible taxes goes to the states and how it is split among them; grants pay for centrally sponsored schemes and fill gaps. How to read this

A state's debt is best read against the size of its own economy, which is what can be taxed to repay it. Small hill and north-eastern states often show high ratios because their economies are small and their spending large; Punjab, Kerala, West Bengal and Rajasthan carry high debt from years of revenue deficits. A ratio this high does not mean a state cannot pay: the RBI manages state borrowing, and the Centre caps it. It means more of the budget goes to interest.

As of the accounts for 2022-23

In 2022-23, – states owed more than 30% of their GSDP. The lowest ratio was –.

9 states ran an overdraft with the RBI at least once from August 2025 to July 2026

Days in each month a state drew on the RBI's special drawing facility, its ways and means advances, or an overdraft beyond them, summed over the last twelve months, August 2025 to July 2026. States that drew on none are left out.

How to read this

The RBI is every state's banker. When a state's cash runs short it first borrows against the funds it keeps with the RBI (the special drawing facility), then takes short advances up to a limit (ways and means advances), and beyond that runs an overdraft, which costs more and cannot run for more than a set number of days. Frequent overdrafts are the clearest sign that a state is struggling to pay its bills on time.

As of July 2026

In July 2026, – states were in overdraft, – used ways and means advances and – the special drawing facility. The most days in overdraft over the year were –.

Which GDP, which stage

The same deficit on different rulers

The same deficit is 4.8% of GDP on the old series and 5.0% on the new one, for 2024-25

The Centre's gross fiscal deficit, per cent of GDP: as the RBI publishes it, on the GDP series of each period (1999-2000, 2004-05 and 2011-12 bases), solid; and, computed by India Atlas, over the statistics office's back series of the 2011-12 base and over the new 2022-23 series, dashed. 1970-71 to 2024-25, accounts.

How to read this

Each time the statistics office rebases GDP it re-measures the size of the economy, and every ratio to GDP moves with it, though not a rupee of the deficit has changed. For the years before 2011-12 the RBI's ratios, on the GDP series of their time, sit close to the same deficits over the back series of the 2011-12 base: those rebasings moved this ratio little. The new 2022-23 series measures a smaller economy in recent years, so the same deficit is a larger share of it. Compare deficits across years only on one ruler, and never compare a ratio on one base with a target set on another.

As of the accounts for 2024-25

Over the 2022-23 series the Centre's deficit was – of GDP in 2024-25, against – as the RBI publishes it on the 2011-12 series.

What these numbers measure

The Handbook tables come from budget documents and the Finance Accounts, compiled by the RBI each September. They print one figure a year: the accounts for years that have closed, the revised estimate for the year just ending and the budget estimate for the year ahead. Each table's note says which years are which, and this guide reads that note to label every figure. The RBI's database carries some earlier versions under labels that do not always match; the printed table is the record.

The monthly accounts come from the Controller General of Accounts, cumulative from April, unaudited. A few months of the RBI's copy repeat an earlier month or do not add up; those months are left empty here, and the reasons are listed in the data.

Debt here is outstanding liabilities: market loans, Treasury bills, small savings and provident funds, reserve funds and deposits, and the Centre's external debt at the current exchange rate. It is not the same as the country's external debt, which also includes what companies and banks owe abroad (see the External account guide).

Not here: local governments (municipalities, panchayats), public sector companies' own borrowing, and most off-budget borrowing by state agencies. The government's guarantees on such borrowing are a liability that does not appear in these tables.

11

How to misread these numbers

  • 1

"The deficit is the government's debt."

The deficit is a flow: what the government borrows in one year. Debt is the stock: everything it has borrowed and not repaid. A deficit of 4% of GDP adds to a debt that is already many times larger.

  • 2

"The budget says the deficit will be X, so it was X."

A budget estimate is a plan made fourteen months before a year ends. The revised estimate and the accounts can be far from it. Check which of the three numbers a headline quotes.

  • 3

"The deficit jumped in April, the year is going badly."

The monthly deficit is lumpy: taxes arrive in quarterly instalments and the RBI's dividend in May. Compare a month with the same month of earlier years, not with the year's budget divided by twelve.

  • 4

"Income tax brings the Centre more than GST, so GST matters less."

The Centre keeps only its part of GST and passes much of every tax to the states. The states' half of GST is counted in their own taxes. Compare collections before the states' share to see the whole of a tax.

  • 5

"Debt fell from 85% to 80% of GDP, so the government repaid debt."

Debt in rupees almost never falls. The ratio falls when the economy grows faster than the debt, and it moves when GDP is re-measured on a new base, as section 09 shows.

  • 6

"Add the Centre's and the states' deficits to get the country's."

The combined deficit nets out loans between them; it is a little less than the sum. Use the RBI's combined series.

Sources, method and revisions

Source of record

Reserve Bank of India: the Handbook of Statistics on the Indian Economy, the RBI Bulletin, the Weekly Statistical Supplement and the Database on Indian Economy (DBIE), read from India Atlas's archived copy of these RBI publications. The printed tables' notes from the RBI Innovation Hub's copy of DBIE. GDP from MoSPI, read from this site's GDP guide; state GSDP ratios from the States guide. Data vintage –.

Method

Amounts converted from rupees to ₹ crore; where a table prints one value per display unit, only actual values are read. Shares, ratios to revenue, ratios to GDP other than the RBI's, and shares of the budget estimate are India Atlas calculations, labelled as such. Every annual table is checked against the printed Handbook and every identity the tables state is tested. Nothing is estimated.

Revisions and breaks

Accounts, revised estimates and budget estimates are separate series. Ratios to GDP are kept apart by GDP base. Other breaks kept apart: small savings receipts (gross to March 2017, net after); 'others' among bondholders (pension funds separate from March 2022); two layouts of the ownership table; the Bulletin's monthly accounts, whose old layout counts borrowing inside receipts.
