External: Balance of payments, reserves and the rupee

What the country earns abroad, and what it owes.

Every rupee India earns from the world and every rupee it pays out is written down twice, once for what crossed the border and once for how it was paid. This guide reads that ledger: what the country sells and buys, who sends money in and who takes it out, what is kept in reserve, and what is owed.

What the quarter says

India ran a current account deficit of $4.2 billion in Q1 FY27, after a surplus of $6.5 billion in the quarter before and against a deficit of $3.4 billion in the same quarter a year earlier. Goods exports were $132 billion and imports $218 billion, leaving a merchandise deficit of $86.1 billion, wider than the $83.4 billion of the previous quarter and the $68.9 billion of a year earlier. Invisibles made up most of the difference: $81.8 billion in all, against $65.5 billion a year earlier, with services at $51.6 billion, software alone at $45.5 billion, private transfers, mostly remittances, at $41 billion, and income a net outflow of $10.5 billion.

On the capital side, net direct investment brought in $6.1 billion, loans $5 billion and NRI deposits $2.8 billion, but portfolio investors took out $9.6 billion and other capital went out by $9.7 billion. Foreign investment as a whole was a net outflow of $3.5 billion, and the overall balance was a deficit of $8.1 billion, so the reserves fell by that much over the quarter. Later numbers sit outside the print: reserves were $747.6 billion in the week of 25 September 2026, down from a peak of $785.7 billion earlier that month, and the rupee's real effective exchange rate was 92.0 in August, base 2015-16. This is the first estimate, and it will be revised.

What it does not say

This is the first estimate for Q1 FY27, and it is a draft: the RBI revises these numbers as more data arrive. One quarter is not a year: over the full fiscal year 2025-26 the current account deficit was 0.6% of GDP. In the quarter itself goods stayed in deficit at $86.1 billion and invisibles in surplus at $81.8 billion, with gross current payments of $299.2 billion.

The reserves have already moved since the quarter closed: $747.6 billion in the week to 25 September, below the peak of $785.7 billion on 4 September. Some of that is valuation, not trading: gold and other currencies change what the reserves are worth in dollars, and the rupee's real effective exchange rate on a broad basket, base 2015-16, was 92 in August. We do not know how far the revision will move the quarter's numbers, or what the September quarter will show.

Is India living within its means?

How to read this

The current account adds up everything India earns from the world in a quarter (exports of goods and services, income on Indian money invested abroad, money sent home) and takes away everything it pays out. A deficit means the country spent more abroad than it earned, and paid the difference with foreign money that came in: investment, loans, or deposits by Indians living abroad.

A deficit is not a loss, any more than a family taking a home loan is losing money. What matters is its size against the economy, and whether the money that fills it stays.

As of Apr to Jun 2026

The latest quarter, –, shows a balance of –. The deepest deficit in this run was –. Only – quarters since 2010 ended in surplus: –.

Measured against the economy, today's deficit is small

How to read this

Dividing by GDP lets one year be compared with another fifty years apart. A deficit beyond about 3% of GDP is often treated as hard to finance for long; it is a rule of thumb, not a law. The years that crossed it were years of trouble: the run-up to the 1991 payments crisis, and 2011-12 and 2012-13, when the rupee fell sharply.

As of 2025-26

The ratio for – is –. The worst year on record is –; the deficit has gone beyond 3% of GDP in – fiscal years since 1970-71.

03

What this measures

The balance of payments is double-entry bookkeeping for a country. Every transaction between someone in India and someone abroad is recorded twice. When a software firm in Bengaluru bills a bank in London, the export enters the current account and the dollars it earns enter the financial side. Because every entry has a matching entry, the whole account always balances; what people call a "deficit" is the balance of one part of it.

The current account covers goods, services (software, travel, transport, business services), income (interest, dividends, wages earned across borders) and transfers (mostly money sent home by Indians working abroad). The capital account, in RBI's presentation, covers money that comes to stay or to be repaid: foreign direct investment, portfolio investment in shares and bonds, loans, banks' foreign borrowing, and deposits by non-resident Indians. What is left over moves the reserves.

The Reserve Bank publishes the account every quarter, about twelve weeks after the quarter ends, first as a provisional estimate and then revised. It keeps two presentations. This guide draws RBI's own long-running layout, which its press release leads with and which runs back to 1990 (and, year by year, to 1950). The international standard layout (the IMF's sixth manual, BPM6), which RBI has published since 2011-12, files some lines differently; it is downloadable below and is never mixed with the other on one chart.

Weekly reserves, the rupee's daily price, and monthly figures for foreign investment, borrowing and remittances fill in between the quarters. They come from the same source, the RBI's Database on Indian Economy.

What pays for the goods

How to read this

India buys far more goods than it sells: crude oil, gold, electronics, machinery. That gap is the blue line, always below zero. Two flows climb against it. Services, led by software and business services, earn a growing surplus. Remittances, the money Indians working in the Gulf, America and elsewhere send to their families, add almost as much again. Income runs the other way: profits and interest paid to foreigners who invested in India exceed what Indian money earns abroad.

When the phone in your pocket, the petrol in your scooter and the gold at a wedding are paid for, it is largely a nurse in Dubai and a coder in Pune who pay.

How to read this

For four decades the numbers are small enough to look flat at this scale; the economy was closed and the rupee controlled. The lines fan out after the 1991 reforms. The goods deficit widens as Indians buy more of the world's oil, gold and electronics, and invisibles, mostly software and remittances, rise almost as fast. The current account, their sum, stays close to zero because the two move together.

As of 2025-26

In 1990-91, the year that ended in the 1991 payments crisis, the current account was –. Net invisibles first passed US$ 10 billion in –. The latest full year in this table is –.

How to read this

This is money that arrives without anything being sold for it: wages earned by Indians abroad and sent to their families, gifts, donations to temples and charities, and money NRIs draw out of their Indian bank accounts to spend here. For a household in Kerala, Punjab or Bihar it pays for school fees, a house, a wedding. For the country it is the steadiest inflow there is: it rarely falls even when markets panic.

As of Apr to Jun 2026

Receipts were – in the latest quarter and – over the last four quarters.

The headline remittance figure mixes two different things. Money sent home by a worker abroad is income for a family. Money an NRI withdraws in India from a deposit already held here is a transfer of savings. Both count as private transfers. The bar on top is the first kind.

As of Apr to Jun 2025

In –, money sent home for families came to – and withdrawals from NRI deposits to –. Indians working on foreign contracts earned another – in wages. Going the other way, private transfers paid abroad were –, and Indians spent – on travel for education abroad.

Any resident Indian may send up to US$ 250,000 a year abroad under the scheme: for a holiday, a child's college fees, support for a relative, shares in a foreign company. Travel here includes tour packages and spending on international cards. Much of it now carries tax collected at source, which is one reason the scheme's figures are watched closely.

As of July 2026

In –, Indians sent – abroad under the scheme; travel made up – of it and studies abroad –. In –, travel for education alone took –; the latest month published is –.

Who brings money in, and how long it stays

Direct and portfolio investment

Direct investment is steady; portfolio money comes and goes

–
portfolio, Apr to Jun 2026
Source: RBI, overall balance of payments (DBIE report 56). Net direct investment is investment into India less Indian investment abroad. Source
How to read this

Direct investment buys a lasting stake: a factory, a share of a company large enough to have a say in it. It is hard to pull out quickly. Portfolio investment buys shares and bonds that can be sold in a day, and it leaves when interest rates rise abroad or markets turn nervous. A deficit financed by portfolio money is a deficit financed by money that may not stay.

As of Apr to Jun 2026

Net direct investment was – and net portfolio investment – in the latest quarter. Over the quarters drawn, portfolio flows typically land about – away from their own average in a quarter, against – for direct investment (one standard deviation); portfolio money left on net in – quarters, direct investment in –.

Much of the direct investment that comes in also goes back out

–
gross inflows, latest full year

How to read this

Headlines about "record FDI" usually quote the gross inflow. But private equity funds that bought into Indian companies sell out and take their money home, and Indian companies buy businesses abroad. What is left for the balance of payments is much smaller than the gross figure.

As of July 2026

In – gross inflows were –, repatriation – (– of what came in), and Indian investment abroad –.

How to read this

Each bar is a month of buying (above zero) or selling (below). When foreign funds sell, the stock market usually falls and the rupee weakens as they convert their rupees back into dollars. This is the money most likely to leave when the world gets nervous.

As of June 2026

The latest month is –. Foreign portfolio investors sold more than they bought in – months since 2016; the largest month of selling on record was –.

The reserves, and why they moved this week

Weekly, US$ billion

Twenty-five years of building a buffer

–
25 September 2026
Source: RBI, foreign exchange reserves, weekly (DBIE report 574, Weekly Statistical Supplement table 2). SDRs and the IMF reserve position make up the small rest. Source
How to read this

Reserves are dollars, euros, yen, gold and claims on the IMF held by the RBI. They exist for bad days: to pay for imports if foreign money stops coming, and to stop the rupee falling too fast. Each week's figure moves for two reasons. The RBI buys or sells dollars in the market. And everything it holds that is not a dollar (gold, euros, yen, the bonds themselves) is valued in dollars at that week's prices, so a fall in the euro or in gold shrinks the pile without the RBI selling anything.

As of 25 September 2026

Reserves stood at – on –, a change of – on the week before, against a peak of –. Gold is – of the total. At the end of – the reserves covered – months of imports.

Reserves do not move only when the RBI buys or sells

Source: RBI, reserves at month end (DBIE report 184) and sale and purchase of US dollars by the RBI (DBIE report 730). The month's change is computed by India Atlas from the two month-end figures. Source
How to read this

Where a dot sits on its bar, the month's change was the RBI's own trading. Where they part, something else moved the pile: gold and other currencies revalued against the dollar, interest earned on the bonds held, forward contracts maturing. The RBI's purchase figures are published a few weeks after the reserves, so the latest months have bars but no dots.

As of August 2026

Reserves changed by – in –. In –, the latest month with both figures, the RBI's net purchases were –. Over the months drawn, the two have differed by as much as – in a single month.

The rupee, against the dollar and against everyone

The table runs from 1966; for March 1992 to February 1993 (the dual exchange rate) it carries the official LERMS rate (₹25.89 to ₹26.20), while the market rate (₹29.46 to ₹32.65) is in DBIE report 1374, both downloadable below. The table has no figure for May 2024, so the line breaks there. Source
How to read this

A higher number is a weaker rupee. Over long periods the rupee loses ground because prices in India rise faster than in America: if Indian prices rise 5% a year and American prices 2%, a rupee that did not weaken would make Indian goods dearer abroad every year. The steps in the line are the moments when that slow pressure met a sudden one, such as 2008, 2013, 2018 and 2022.

For a family, a weaker rupee means dearer petrol, phones, foreign tuition and holidays; for an exporter, or a family receiving money from abroad, more rupees for every dollar earned.

As of September 2026

A dollar cost – on average in –, against – a year earlier: – more rupees for a dollar than a year before.

After prices, the rupee has weakened far less than the dollar rate says

Real and nominal effective exchange rate of the rupee, 40-currency trade-weighted basket, index 2015-16 = 100, monthly since April 2004. A rise is a stronger rupee.

Source: RBI, indices of REER and NEER (DBIE report 584), base 2015-16 = 100. Earlier bases (1985, 1993-94, 2004-05) and the 6-currency index are separate rulers, downloadable below, never joined to this one. Source
How to read this

India does not trade only with America. The nominal index (NEER) weighs the rupee against 40 currencies by how much India trades with each country. The real index (REER) then adjusts for prices: if the rupee falls 5% but Indian prices rise 5% more than partners' prices, Indian goods are no cheaper abroad, and the real rate has not moved. That is why the real rate, not the dollar rate, tells you whether Indian goods are getting more or less competitive.

Read the gap between the two lines: the nominal index falls steadily because Indian inflation runs higher than its partners'; the real index falls much less because that fall roughly offsets the price gap.

As of August 2026

In – the real index was – and the nominal index –, a gap of – points; a year earlier the real index stood at –. Below 100 means that, after prices, the rupee is cheaper than it was in 2015-16.

The RBI's dollar desk

Monthly, US$ billion

The RBI sells dollars to slow the rupee's fall, and promises more for later

In March 2014 the table repeats the purchase figure as the sale, so read the net for that month. Source
How to read this

The rupee floats, but not freely. When it falls too fast, the RBI sells dollars from the reserves; when money floods in, it buys. A forward sale is a promise to deliver dollars at a future date: it supports the rupee today without spending reserves today, but the bill falls due. A deep negative forward book is reserves already spoken for.

As of July 2026

In – the RBI's net purchases were –. Over the last twelve months it bought – and sold –. Its forward book stood at –; the deepest point in the series is –. Of the current book, a net – falls due within a month.

What India owes, and to whom

External debt and the investment position

India's foreign debt has grown with the economy, and most of it is long-term

External debt as on 31 March each year since 1991, US$ billion: the total and its largest parts.
–
March 2026
Source: RBI, India's external debt as on end-March (DBIE report 563). Commercial borrowing includes companies' foreign loans and bonds and foreign investors' holdings of Indian debt; NRI deposits count only those maturing in over a year. Source
How to read this

External debt is what Indian residents owe to non-residents and must repay: government loans from the World Bank and other governments, companies' foreign loans and bonds, NRI deposits, trade credit. Short-term debt, due within a year, is what a run would hit first. In what currency the debt is owed we do not know from these tables: RBI's quarterly debt press release gives it, but DBIE does not carry it.

As of March 2026

External debt was – in –, against – in –. It is – of GDP; short-term debt is – of the total; repaying and servicing it takes – of current receipts. The latest week's reserves equal – of that debt. NRI deposits of every maturity stood at – in –, and Indian exports invoiced in rupees reached – of the total, fiscal year to –.

Companies and banks, not the government, owe most of it

–
the largest borrower
Source: RBI, external debt of India, quarterly (DBIE report 660), borrower-by-maturity layout, shares computed by India Atlas from rupee values (the same shares in any currency at one date). Source
How to read this

Who owes the debt matters as much as how much there is. Government debt abroad is mostly long-term: loans from the World Bank and friendly governments, and government bonds held by foreign investors. Company debt is commercial: if the rupee falls, a company that borrowed in dollars and earns in rupees has to find more rupees to repay.

As of Jan to Mar 2026

In – the largest borrower was –, with – of the total; the government owed –.

India owes the world more than it owns abroad

International investment position: foreign assets owned by Indian residents, liabilities to non-residents, and the net, US$ billion, end of each quarter since December 2017.

net, Apr to Jun 2026
Source: RBI, international investment position (DBIE report 982), BPM6 classification. The older BPM5 position (2006 to 2021) is a separate ruler, downloadable below. Source
How to read this

The investment position is the balance sheet behind the flows. Liabilities include debt but also foreign-owned shares and factories, which are not repaid but earn dividends and profits that flow out as income. Assets include the reserves and Indian companies' businesses abroad. The net figure is negative because the world has invested more in India than India abroad.

As of Apr to Jun 2026

The net position in – was –. Reserves were – of everything India owns abroad; direct investment was – of what it owes.

How the numbers change after they are published

How to read this

The first estimate of a quarter is built from incomplete returns; services and income are the hardest parts to count and are revised most. The number in the newspaper on release day is a draft. Comparing this quarter's first estimate with a year-old quarter's revised figure mixes a draft with a finished copy.

As of Apr to Jun 2026

12

How to misread these numbers

  • 1

"A trade deficit means India is losing to the world."

India has bought more goods than it sold almost every year since independence, through its fastest growth. Services and remittances pay for most of it. The number to watch is the current account and how it is financed, not the goods gap alone.

  • 2

"The reserves fell, so the RBI sold dollars."

Not necessarily. Gold, euros and yen in the reserves are valued in dollars every week, so a stronger dollar or a fall in gold shrinks the pile with no selling at all. The RBI's own purchases and sales are published separately, a few weeks later.

  • 3

"The rupee hit a record low, so Indian exports must be booming."

Only if Indian prices did not rise as fast. The real effective exchange rate, which adjusts for prices across 40 trading partners, often moves far less than the dollar rate.

  • 4

    "Reserves are the government's savings."

They are held by the RBI, and much of the pile is the counterpart of foreign money that came in and can leave. Spending them is defending the rupee, not funding roads.

  • 5

"FDI hit a record, so foreign money is pouring in."

Gross inflows are the headline; repatriation by foreign investors and Indian investment abroad are taken out before it reaches the balance of payments. Net direct investment can be small, even negative, in a year of record gross inflows.

  • 6

"This quarter's deficit is the worst in years."

Check which estimate. The first release of a quarter is often revised by billions; compare first estimates with first estimates, or wait for the revision.

  • 7

"Remittances are what migrants earn and send home."

The headline includes NRIs withdrawing money from deposits they already hold in India, and gifts and donations. Money sent home for families is the larger part, but not all of it.

Sources, method and revisions

Source of record

Reserve Bank of India, Database on Indian Economy (DBIE), read from India Atlas's archived copy of DBIE, not fetched live from the RBI. Every external-sector table DBIE publishes is either baked into a file listed above or accounted for in the coverage ledger: copies of the same table under other DBIE menus, and the few tables DBIE serves without names for their columns. Data vintage –.

Checked by hand against the RBI's own figures: the latest quarter's current account, the reserves in the Weekly Statistical Supplement, and the current-account ratio to GDP in RBI's press release. The checks, and every source quirk found, are recorded in the adapters and in the guide's status notes.

Method

RBI publishes amounts in US$ million; this guide shows them in US$ billion. Where several versions of a figure exist, the latest is shown and the earlier are kept. Sums over fiscal years, month-to-month changes and shares are computed by India Atlas and say so. Nothing is estimated or filled in.

Revisions and breaks

RBI's overall balance of payments and the BPM6 standard presentation are kept apart, as are the BPM5 and BPM6 investment positions, every base year of the effective exchange rates, the old and new formats of the foreign investment table, and the two classifications of external borrowing (before and after January 2025).

This guide

Version 2.0, October 2026, rebuilt on RBI DBIE: the balance of payments to Apr to Jun 2026, reserves to 25 September 2026. Merchandise trade by commodity and partner, and services by category, have their own guides. Revised with each RBI release.
