Money: Interest rates and monetary policy, RBI

The price of money.

Six times a year, six people decide what it costs to borrow a rupee overnight. That decision travels, slowly and unevenly, to the rate on your home loan, the rate on your fixed deposit, and the rate the government pays to borrow.

Policy repo rate
–

The rate at which the RBI lends to banks overnight, set by the Monetary Policy Committee at its meeting that ended on 7 October 2026. Every other rate on this page takes its cue from it.

What the decision says

The Monetary Policy Committee raised the repo rate at its October 2026 meeting, to 5.50% from 5.25%, a rise of 0.25 points. The corridor moved with it, a quarter point on each side: the standing deposit facility floor is now 5.25%, the marginal standing facility ceiling 5.75%, and the Bank Rate 5.75% as well. The rise is genuine but it only restores old ground, because the repo was 5.50% in October 2025 too; among the seven rates in this guide just one has moved over the year, the cash reserve ratio, down 0.50 points to 3.00%, while the fixed reverse repo rate at 3.35% and the SLR at 18.00% of deposits have not moved at all.

In its August 2026 lending release the RBI shows banks charging a weighted average 9.82% on outstanding rupee loans to private borrowers, down 0.40 points on a year earlier, and paying 6.20% on fresh term deposits at public sector banks, up 0.19 points, the largest increase among the sixteen lending and deposit rates it publishes.

Foreign banks paid 4.70% on fresh deposits, down 0.07 points. A deposit rate is what a bank pays a saver and a lending rate is what it charges a borrower, and on the saving side inflation takes most of it back: the real rate on all fixed deposits was 1.74% in August 2026, 3.12 points below a year earlier, with CPI inflation at 4.82% and the real call money rate at 0.33%.

What it does not say

The repo rate is 5.50% in October 2026. The figure alone does not say when your loan will change: a home loan priced off the repo rate resets within about three months, while one priced off the bank's own lending rate may wait a year. The lending and deposit rates in this guide were struck in August, before the decision, and the cash reserve ratio has not moved either, so neither can yet show what October did.

Real rates subtract the inflation that has already happened, not what savers expected when they opened a fixed deposit. The minutes, with each member's reasons, come about two weeks after the meeting, and we do not know how fast banks will pass the change on.

02

What it means for your money

Loans and deposits, August 2026

A home loan of ₹30 lakh over 20 years costs – more a month for every percentage point added to its rate, at the average rate on new home loans in August 2026. That is why a change in the repo rate matters to a family long before it matters to a bond trader. A loan priced off the repo rate resets within three months of a change; a loan priced off the bank's own MCLR, usually once a year.

Savers sit on the other side. A fixed deposit is locked at the rate of the day it was opened, so a rise in rates reaches savers only as old deposits mature and are renewed. The average new home loan in August 2026 was priced at –, and the average new fixed deposit earned –. After consumer price inflation of – a year, that deposit was left with – in real terms, before tax.

03

How the system works

The RBI does not set the rate on your loan. It sets the price of overnight money for banks: the repo rate, at which it lends to them against government bonds, and two rates around it. The marginal standing facility (MSF) is the ceiling, a costlier window a bank can always use. The standing deposit facility (SDF) is the floor, the rate the RBI pays on money banks park with it; before April 2022 the floor was the fixed reverse repo rate. Between the floor and the ceiling sits the market's own overnight rate, the weighted average call rate, which the RBI steers towards the repo rate.

Banks then price loans off a benchmark. New retail and small business loans are mostly tied to an external benchmark, usually the repo rate itself, since October 2019. Older loans and most loans to companies are tied to the bank's own MCLR (since April 2016), or to the older base rate (2010) and BPLR. These are different rulers. The RBI's monthly WALR and WADTDR average what banks actually charge and pay across all of them, for new business (fresh) and for the whole book (outstanding).

The rate is decided by the Monetary Policy Committee: the Governor, a Deputy Governor, one RBI officer and three members from outside the RBI, who serve fixed terms. Each votes, and the minutes record every vote. The law gives them one target: consumer price inflation of 4%, within a band of 2 to 6%. The government borrows in the same market, by selling Treasury bills (up to a year) and dated securities (up to 50 years) at weekly auctions; state governments sell their own loans (SDLs). What the market demands for those loans, the yield, is the rate everyone else's long-term borrowing is measured against.

What the RBI decides

How to read this

For most of the twentieth century the Bank Rate was the RBI's signal, but it was changed rarely and credit was rationed by rule rather than priced. From 2000 the RBI began to steer the market with daily repo auctions under its Liquidity Adjustment Facility, and from May 2011 the repo rate became the single policy rate. Each step in the blue line is one decision.

The repo rate peaked in 2001 and again in 2008, and touched its lowest during the pandemic, when the RBI cut to support an economy in lockdown. The steps of 2022 took it up by two and a half points in nine months, as inflation rose after the pandemic and the war in Ukraine.

As of 7 October 2026

The repo rate stands at – after the meeting that ended on 7 October 2026, a change of –. The Bank Rate, now tied to the MSF, is –. The repo rate has ranged from – to – since 2001.

How to read this

When banks are short of money, the call rate rises towards the ceiling; when they have more than they need, it falls towards the floor. Where it sits inside the corridor tells you whether the RBI is keeping money tight or loose, whatever the repo rate says. In 2013 the RBI raised the ceiling sharply to defend the rupee, and the call rate followed it up. In 2020 and 2021 it flooded the system with money, and the call rate sat on the floor for two years.

As of September 2026

In the week to 25 September 2026 the call rate averaged –, against a repo rate of – and a floor of –. This weekly table has not yet caught up with the decision of 7 October 2026.

Banks once had to hold more than half of their deposits as cash and government bonds

Cash reserve ratio (CRR, cash kept with the RBI) and statutory liquidity ratio (SLR, mostly government bonds), per cent of deposits, the level in force on each day, 1935 to October 2026. The SLR begins in 1949; the CRR is drawn from 1962.
–
CRR plus SLR now
CRR SLR
Source: RBI, Handbook of Statistics. The CRR before 1962 was set as two separate ratios on demand and time liabilities and is not drawn. Source
How to read this

The CRR is money a bank must keep with the RBI and cannot lend; it earns nothing. The SLR is the share of deposits a bank must hold in safe assets, mostly government bonds. In 1990-91 the two together claimed more than half of every rupee deposited, which kept the government's borrowing cheap and left less for everyone else. The reforms of the 1990s brought both down. The SLR still guarantees the government a captive buyer for its bonds.

As of October 2026

The CRR is – and the SLR – of deposits. At their peak, in September 1990, they summed to –.

Each bar is one meeting. Bars below the line are cuts, above it hikes; a ring is a meeting that left the rate unchanged. Most meetings change nothing. The committee usually moves in steps of 25 basis points, with larger steps in emergencies: 75 in March 2020, and 35 to 50 at a time in 2022.

The stance is the committee's signal about its next moves (accommodative, neutral, or withdrawing accommodation). The RBI does not record a vote on it.

As of 7 October 2026

The committee has met – times; it held the rate – times, cut – times and raised it – times. At its latest meeting it moved the repo rate by – and set its stance to –.

Each row is a member, in the order they joined; each column is a meeting. Members serve fixed terms, so rows begin and end. A vote against can mean the member wanted a different direction, or the same direction by a different amount: in 2019, 2020 and June 2025 the minutes record members who agreed to cut but wanted a cut of another size. This table cannot say which way a "no" leaned; each member's statement in the minutes does.

As of August 2026

Across – meetings, members cast – votes against the decision. The latest published vote, at the meeting ending 5 August 2026, was –. The minutes of the meeting that ended on 7 October 2026, which record each member's vote and reasons, are due about two weeks after it; this chart adds that meeting when they are out.

How it reaches your loan and your deposit

Banks' rates, monthly since 2012

Loan and deposit rates follow the repo rate, new business first

How to read this

The rates on new loans and new deposits react within months; the rates on the whole book lag, because most loans and deposits already on the books were priced earlier. Compare the gap between new and outstanding loans after the 2022 hikes and after the 2025 cuts. The gap between what banks charge and what they pay is their margin: it widens when deposits are slow to reprice.

As of August 2026

New loans averaged – and the whole loan book –. New fixed deposits paid – and all fixed deposits –. Over the twelve months to August 2026, new loan rates moved by – and new deposit rates by –, against a repo move of –.

How to read this

A loan tied to an external benchmark, usually the repo rate, must be reset at least once every three months, so a change in the repo rate reaches it almost at once. A loan tied to the bank's MCLR resets only on the dates its agreement sets, often once a year, and follows the bank's own cost of funds. The rise of external benchmarks since October 2019 is why rate changes now reach borrowers faster than they did a decade ago.

As of June 2026

External benchmarks priced – of floating-rate loans, the MCLR –, the base rate –. At public sector banks the external-benchmark share was –; at private banks –.

The band is what major banks put on their rate cards for deposits of more than a year. The blue line is what new deposits of every term actually earned on average, weighted by the money placed; it can sit below the band because it counts short deposits too. The savings account rate was set by the RBI until October 2011 and has been each bank's choice since.

Below zero, money in the bank loses buying power. These are rates after the inflation that actually happened, not the inflation savers expected when they put money in, which nobody measures monthly. Interest is also taxed at the saver's income-tax rate, so the real return after tax is lower again. The 2014 to 2024 part rests on the NSO's reconstruction of the new CPI for those years, not on prices it collected at the time.

Lenders usually want more to lend for longer, so the curve slopes up. A steep curve says markets expect rates or inflation to rise; a flat or falling one says they expect them to fall. The 10-year yield is the one to watch: banks, companies and state governments price their own long-term borrowing off it, and it sets what the government pays on the debt it adds each year.

As of August 2026

The 1-year yield was –, the 10-year – and the 30-year –. The 10-year stood – above the 1-year.

A 91-day bill is the government's shortest regular borrowing; its yield tracks the repo rate and the call rate closely. The 10-year yield adds what the market expects of inflation and of government borrowing over a decade. When the two lines come close, markets expect rates to fall; when they spread apart, to rise.

In the 1990s banks borrowed from each other overnight with little help from the RBI, and a tight week could send the call rate past 40%. The securities scam of 1992 and the pressure on the rupee in 1995-96 and 1998 show as spikes; so do the year-end squeeze of March 2007 and the global crisis of 2008. Since the RBI set a firm corridor in 2011, the monthly average has stayed close to the policy rate, though single deals can still stray, as they did in 2013.

How to read this

Every rupee governments borrow is a rupee banks, insurers and pension funds lend to them instead of to someone else. When borrowing is heavy, governments must offer higher yields to sell it, and every other long-term rate is priced off those yields. Gross borrowing includes new loans taken to repay old ones; the net figure, after repayments, is in the data download.

As of 2025-26

In 2025-26 the centre borrowed – gross and the states –.

When the market will not buy: bonds left with primary dealers

Central government bonds that the market did not take at auction and that primary dealers had to buy (devolvement), ₹ crore, financial years 1995-96 to 2026-27.

How to read this

Primary dealers underwrite each auction: if bids fall short of the amount offered, or come only at yields the RBI rejects, the dealers must take up the rest. A devolvement is a signal that the market thinks the government is asking too little. Large devolvements cluster in years of stress: 2013-14, when foreign investors fled, and 2020-21, when pandemic borrowing swelled.

As of 2026-27

The largest year was 2020-21, with – left with dealers on – auction days. In 2026-27 so far, –.

How to read this

State loans carry no central guarantee, but markets treat them as nearly safe, because the RBI manages them and repays them from the states' accounts with it. So the gaps between states are small, a fraction of a percentage point, and they reflect how much a state borrows, how long it borrows for, and how its finances look. A state that borrows for longer pays more for that alone.

The long view

Financial years since 1970-71

What a one-to-three-year fixed deposit paid, 1970 to today

Deposit rates for one to three years: the RBI's prescribed rate for all commercial banks to 1999-00, and the range at five major banks from 2000-01, per cent, financial years; the two are different rulers and are not joined.

How to read this

Until the 1990s the RBI fixed what banks could pay on deposits and charge on loans. Deposit rates above 10% look generous, but inflation then often ran in double digits too. Rates were freed in stages through the 1990s, and the line becomes a range across banks. Compare any rate here with the inflation of its time before calling it high or low.

As of 2026-27

Five major banks offered – to – for one to three years. The peak in this table is –.

What these numbers measure

Policy rates are decisions, not measurements. Each is in force from the date the RBI announces until it is changed; the charts draw them as steps. The Handbook of Statistics records every change since 1935, and a few dates differ between its editions; this guide follows the newest edition and lists the differences in its data.

WALR and WADTDR are weighted averages of what banks report to the RBI each month: the rate on every rupee lent or deposited, weighted by the amount. They exclude regional rural banks and small finance banks. "Fresh" covers business done in the month; "outstanding" covers everything on the books at month-end.

Yields come from trades and auctions. A bond's yield is the return a buyer earns by holding it to maturity at today's price; when its price rises, its yield falls. The month-end yield curve is read from trades settled in the RBI's own ledger of government securities, at whole years to maturity.

Real rates on this page subtract the year's CPI inflation from a nominal rate for the same month. They are a calculation by India Atlas, not an RBI statistic.

How to misread these numbers

  • 1

"The RBI cut rates, so my EMI will fall next month."

Only if your loan is tied to the repo rate, and even then at its next reset, up to three months away. Loans tied to the MCLR reset once a year. Many banks keep the EMI unchanged and change the number of instalments instead.

  • 2

"Deposit rates are 7%, so savers are doing well."

Subtract inflation and tax first. A 7% deposit in a year of 5% inflation earns 2% in real terms, and less after tax. And the rate that matters is the one locked in when you opened the deposit, not the rate on today's rate card.

  • 3

"The repo rate is the rate banks borrow at."

It is the rate at which they can borrow from the RBI against collateral. Most of their money comes from deposits, which cost them the deposit rate; that is why loan rates track deposit rates as well as the repo rate.

  • 4

"A dissenting vote means the member wanted a hike."

A vote against the resolution can mean a different direction or a different size. Several dissents recorded here were votes for a smaller or larger cut. The minutes, not the tally, say which.

  • 5

"Bond yields rose, so bonds are a better buy than ever."

A rise in yields means the price of bonds already held has fallen. Higher yields help new buyers and hurt existing holders, including the banks and funds that hold most government debt.

India Atlas, “Interest rates”, data vintage 2026-10-07. atlas.thisindianlife.today/guides/rates/

Sources, method and revisions

Source of record

Reserve Bank of India: the Handbook of Statistics on the Indian Economy, MPC resolutions and minutes, the monthly release on Lending and Deposit Rates of Scheduled Commercial Banks, the Weekly Statistical Supplement, auction results, and the Database on Indian Economy (DBIE), all read from India Atlas's archived copy of these RBI publications. CPI from MoSPI, read from this site's CPI guide. Data vintage –.

Method

Policy rates are carried forward from each change to give the level on any date. Amounts are converted from rupees to ₹ crore. Where a table prints one value per display unit, only the actual values are read. Weighted averages, sums by financial year, real rates and the term spread are India Atlas calculations, labelled as such. Nothing is estimated; impossible printed values (a negative tenor or rate) are left empty and listed.

Revisions and breaks

Separate rulers are never joined: the Bank Rate and the repo rate; the reverse repo and the SDF as the floor; benchmark lending rates (base rate, MCLR, external benchmark); the annual lending-rate tables to 2014 and the monthly release from 2012; deposit rates of all banks to 1999-00 and of five major banks from 2000-01; CPI on the 2012 and 2024 bases.
