Consumption: Poverty and inequality, World Bank PIP

How many Indians are poor depends on the line.

Ask how many Indians are poor and you can be told a few in a hundred or four in five, and both answers come from the same survey. The difference is the line. This guide shows India through the World Bank's three international lines, every consumption survey since 1977-78, and what each line buys in rupees.

Below $4.20 a day
–
What the figures say

In 2023-24, 2.6% of Indians lived below $3.00 a day, down from 5.3% in 2022-23. That is about 37 million people. At $4.20 a day the share is 16.1%, down from 23.9%; at $8.30 it is 80.0%, down from 82.1%. The choice of line decides the answer.

The count below $4.20 a day fell by about 109 million, to 233 million. The estimates rest on about 1.4 billion people, 0.9% more than a year earlier. Consumption grew more even: the Gini index fell 2.5 points to 23, the richest tenth's share slipped to 20.5% and the poorest tenth's rose to 4.9%.

What they do not say

The $3.00 a day line is the World Bank's, not India's: in 2023, 2.6% of Indians lived below it. India has had no official poverty line since 2011-12, and the survey measures what households spend, not what they earn or own. The richest homes rarely answer it.

The 233 million people below $4.20 a day in 2023 are a headcount applied to a projected population of about 1.4 billion, and the years between surveys are World Bank model estimates. The redesigned questionnaire is not comparable with 2011-12, so part of the fall between the two rounds is the new questionnaire. The World Bank publishes no separate rural and urban counts for India, so we do not know how the poorest households in the countryside fared.

How to read this

Pick a line on the horizontal axis and read up: the curve gives the share of Indians who consume less than that each day. The curve is steep in the middle because most Indians live within a few dollars of each other; a small move in the line there moves hundreds of millions of people across it.

A PPP dollar is not a dollar at the exchange rate. It is the amount of rupees that buys in India what one dollar buys in the United States, so it already allows for lower Indian prices. The World Bank uses the same lines for every country: $3.00 for extreme poverty, $4.20 and $8.30 for the typical lines of lower-middle and upper-middle income countries.

As of PIP, September 2026

In –, – of Indians were below $3.00 a day, – below $4.20 and – below $8.30. At that survey's prices, using the World Bank's factor of – rupees to the PPP dollar, $3.00 is – a person a day, – a month, or – a month for a family of five. $4.20 is – a day (– a month); $8.30 is – (–). The median Indian consumed – a day, about –.

How to read this

Each dot is one national consumption survey. The World Bank groups them into spells it treats as comparable: the three rounds from 1993-94 to 2009-10 used the same questions; 2011-12 asked about some items over a different recall period; the HCES of 2022-23 was redesigned, with more items asked over several visits. A line joins dots only inside a spell. The drop between spells mixes real change with the change in the questionnaire, and nobody can fully separate the two.

The recall period matters because people remember a week's vegetables better than a month's, and a year's clothes differently from a month's. A longer list of items and better recall both record more spending, and so fewer people below any line.

As of PIP, September 2026

Across – surveys in – comparable spells, the share below $3.00 a day went from – in – to – in –, then – in – and – in –.

A decade without a survey

What the gap did to what we know

How to read this

The NSS consumption survey of 2017-18 was completed but never released, and the next survey came only in 2022-23. For the years between, the World Bank fills the gap with a statistical model, anchored on the surveys either side and moved by growth in national accounts and other data. A year's estimate is aligned to the calendar year, so it does not equal the survey reading for the overlapping year.

The model cannot see what happened to the poor in particular: a drought, a lockdown or a rise in rural wages moves real lives but shows up only through the national average. For those years we do not know India's poverty rate; we have a well-made guess.

As of PIP, September 2026

For the – calendar years without a survey, the World Bank estimates the share below $3.00 a day fell from – in – to – in –, with a rise in the pandemic year, from – in 2019 to – in 2020. Its nowcast for – is –, about – people.

A falling share can still mean a rising count when the population grows; the bars show the people. The poverty gap adds depth: it averages, over everyone, how far below the line each person falls (zero for the non-poor), as a share of the line. Two countries with the same headcount can have very different gaps.

As of PIP, September 2026

In –, – Indians were below $3.00 a day and – below $4.20; the most below $3.00 at any survey was –, in –. The poverty gap at $3.00 was – of the line: those below it fell short by – of the line on average, about –. At $4.20 the gap was –; the severity index at $3.00 was –.

Consumption inequality

Consumption inequality is lower in the new survey than in any before it

Gini index of consumption per person, every survey. Lines join only comparable surveys.

Gini, latest survey

How to read this

The Gini index runs from 0, where everyone consumes the same, to 100, where one person consumes everything. Consumption is far more equal than income or wealth: the rich save much of what they earn, and household surveys rarely reach the very rich at all. A low consumption Gini says little about inequality of income or wealth, which this source does not measure.

As of PIP, September 2026

The Gini was – in the latest survey, – in the one before and – in 2011-12. The average Indian consumed – a day and the median Indian – (2021 PPP); in rupees the average was – a month at survey prices. The World Bank's societal poverty line, which rises with the median, stood at – a day, with – of Indians below it.

How to read this

Line all Indians up by how much they consume a day, split the line into ten equal groups, and add up what each group consumes. If consumption were equal, each tenth would have 10%. The consumption guide shows the same survey in rupees, rural and urban, by fractile.

As of PIP, September 2026

The richest tenth accounted for – of all consumption and the poorest tenth for –: the richest tenth consumed – as much. The poorest four tenths together had –. In the survey before, the richest tenth's share was –.

How to read this

Each measure answers a different question. The $3.00 line asks who is destitute by a global standard. The $4.20 and $8.30 lines ask who is poor by the standards of countries a little or much richer than India. The societal line rises with the median, asking who has fallen behind their own country. India's national line, last set by the Tendulkar committee and last applied to 2011-12, uses Indian prices and consumption baskets. Multidimensional measures count deprivations beyond money: the UNDP and Oxford index counts homes without electricity, clean fuel, schooling or sanitation and leaves consumption out, while the World Bank's measure adds such deprivations to the $3.00 line.

India has had no official national poverty line since 2011-12. The Rangarajan committee proposed one in 2014; the government did not adopt it.

As of PIP, September 2026

The last official national-line figure, for –, was –; the World Bank's $3.00 figure for the same survey was –. The World Bank's multidimensional measure for – counts – of Indians as poor; the UNDP and Oxford measure for –, –.

08

Rural and urban

A cut this source does not publish

The World Bank's current release publishes India's poverty only for the country as a whole. It serves no rural or urban figures for any survey, and its World Development Indicators carry none either. So this guide cannot say how many rural or urban Indians fall below $3.00 a day; we do not know from this source.

The survey itself does split. The consumption guide shows what rural and urban households spend in rupees, average and fractile by fractile, from the same HCES rounds. Comparing those rupee figures with the rupee values of the lines above needs care: the World Bank converts at one national price level, while prices in villages and cities differ.

What this measures

The World Bank's Poverty and Inequality Platform takes each national household consumption survey, converts every household's spending per person into 2021 purchasing-power dollars a day using India's price index and the International Comparison Program's conversion factor, and counts the people below each line. It also publishes the distribution itself: the mean and median, the Gini index, and the share of consumption going to each tenth of the population.

For India the surveys are the NSS consumer expenditure rounds from 1977-78 to 2011-12 and the Household Consumption Expenditure Surveys (HCES) of 2022-23 and 2023-24, run by the National Statistics Office. They measure what households spend and consume, including food grown at home, not what they earn. The World Bank, not the Government of India, sets the lines.

Consumption is measured per person, with no allowance for the fact that children need less than adults or that a family of five shares one roof. Each PIP release can revise past estimates, for example when new price data or population figures arrive.

How to misread these numbers

  • 1

"$3 a day is ₹250, so the poor live on ₹250 a day."

The line is in purchasing-power dollars, not market dollars. At Indian prices it comes to a few dozen rupees a day per person, as the plate on lines shows.

  • 2

"Poverty collapsed between 2011-12 and 2022-23."

Partly. The two figures come from surveys with different questionnaires, and the redesigned survey records more consumption. Some of the fall is real, some is the new ruler; the World Bank does not join the two.

  • 3

"Extreme poverty is over, so nobody in India is poor."

The $3.00 line is a floor set for the poorest countries. By the line typical of countries at India's income level, $4.20, a much larger share is poor, and by the $8.30 line most Indians are.

  • 4

"Inequality is falling: the Gini is the lowest ever."

That is consumption inequality, measured by a survey that rarely reaches the richest households. Income and wealth inequality are different measures, from other sources, and can move the other way.

  • 5

"The World Bank's yearly figures are survey results."

Only survey years are. The figures for other years, including all of 2012 to 2021 and every year after the last survey, are model estimates built from national accounts.

Every series, every cut

All 342 series behind this guide, from 8 files, at every level the source publishes them, including the ones no chart above draws. Find a state, an item or a sector, sort by the latest value or by the change on a year earlier, and download any file whole. A dash means the source has no figure for a year earlier, or the change would mean nothing.

Sources, method and revisions

Source of record

World Bank, Poverty and Inequality Platform, release of 22 September 2026, 2021 PPP (api.worldbank.org/pip/v1), country India, national level: survey estimates at each international line and a ladder of other lines, the lineup estimates, and the survey means table. Data vintage –. National-line and multidimensional measures from the World Development Indicators, vintage –.

Checked by hand: PIP and the World Bank's India country profile give 5.25% below $3.00 a day for 2022-23; WDI's rounded copy gives 5.3. The gate checks PIP against WDI at every survey.

Method

Shares are converted from fractions to per cent. Counts of poor people are computed as the share times PIP's population. Rupee values of the lines are the line times PIP's own PPP factor and CPI ratio for that survey; the gate checks that the same factors turn PIP's dollar mean into its rupee survey mean.

Revisions and breaks

Six comparable spells of surveys (1977-78; 1983; 1987-88; 1993-94 to 2009-10; 2011-12; 2022-23 to 2023-24), each its own file, never joined. The lineup is kept apart from the surveys, and its nowcasts after the last survey apart again. Each PIP release can revise the past.
