Consumption: Household Consumption Expenditure Survey

What India spends, one person at a time.

Twice this decade, government surveyors sat in households from Ladakh to Lakshadweep and wrote down a month of spending: the rice, the bus fare, the school fee, the phone recharge. The result is not an income statistic and not a price index. It is the household budget of a country, averaged.

Current reading: rural

Average monthly consumption expenditure per person, 2023-24 round, without imputation. A survey mean in the rupees of the day: it is not income, and it is not adjusted for prices.

What the print says

The average person spent more a month in the 2023-24 survey than in the previous one: ₹4,122 in rural India and ₹6,996 in urban, against ₹3,773 and ₹6,459.

The urban figure is 1.7 times the rural one, against 1.71 before. Count the free food and goods welfare schemes supply and the two national figures become ₹4,247 and ₹7,078. Food's share of the rural budget rose 0.7 points to 47.0%, while urban non-food slipped 0.5 points to 60.3%. Sikkim's towns lead the state table at ₹13,927 and Chhattisgarh's villages end it at ₹2,739, with all 72 state series above their previous-survey level; the imputed state table runs from Sikkim's towns at ₹13,965 to Chhattisgarh's villages at ₹2,927.

Within the national average the top urban twentieth spent ₹20,310, ₹514 less than in the previous survey, while the 70-80% urban slice was ₹680 higher at ₹8,353. By social group the range runs from Others in towns at ₹7,832 to Scheduled Tribe villages at ₹3,363, and inequality eased a little: the urban Gini fell 0.03 to 0.284, the rural one 0.029 to 0.237, and 128 state Gini series were lower against 15 higher.

What it does not say

The 2023-24 survey gives averages: rural India at ₹4,122 a month, urban at ₹6,996, and, with free welfare goods counted in, ₹4,247 and ₹7,078. Those imputed rupees were never paid by any household. The survey publishes no median, so we do not know what the middle household spends, and a mean drifts above a median wherever the top of the ladder sits far from the rest.

Spending is not income, and the Gini here, 0.284 in urban India, measures consumption alone; of 144 state Ginis, 128 fell. This is two survey rounds, not a monthly pulse. The fractile table is slices of one distribution, not rungs of one ladder: 95-100% is the richest twentieth of urban households, at ₹20,310 a month, and 0-5% rural is the poorest twentieth, at ₹1,677.

How to read this

Line everyone up by how much they spend, cut the line into twelve classes, and average each class. That is the ladder. It steepens at the top by construction: the last rung averages the whole long tail above it. The two ladders climb apart as they rise: the same rung buys a different life in the village and in the city, and the gap between the blue and the dark line widens with every step.

The pale dots are the earlier round. Where a pale dot sits below its filled twin, that rung's spending rose. At the very top, the pale dots sit higher.

As of 2023-24

The bottom rung of rural India spends – a head a month; the top rung of urban India, –: – apart. And the top urban rung fell between the rounds, by – as published; the rural top fell –. Whether the rich trimmed their spending or the survey caught different rich households, we do not know.

How to read this

Each row is a social group; the blue dot is its rural average, the dark dot its urban, and the pale dots are the earlier round. The gaps are real, and they are what this survey can honestly measure: gaps in consumption, counted at the doorstep. They are not income gaps: savings, debt and assets sit outside every dot on this page.

And an average is not a destiny. The four distributions overlap heavily; the group a household belongs to says less about its spending than the state it lives in, and the state strip below spreads far wider than any row here.

As of 2023-24

Rural Scheduled Tribe households average – a head against – for the Others group: – apart. The gap narrowed a step: the ST figure grew – on the round before, the Others figure –. And the floor changes between the two Indias: in towns the lowest average belongs to Scheduled Caste households, at –.

–
2023-24, casual labour, urban
Source: MoSPI, NSO, HCES, average MPCE by household employment type, without imputation, rows sorted within each sector, dashed rules mark the all-India sector means Source ↗
How to read this

The survey files each household by how it mainly earns. Villages are published with every type split by farm and non-farm work; towns come in four types. Casual labour, paid by the day, no contract, sits at the bottom of both panels, and that is the steadiest fact in this table.

The type names the earner; the rupee belongs to the household. A casual-labour average carries working members and dependants alike, and "others" is not a residue of the poor: it is households living on pensions, rent or remittances, with no earner to classify.

As of 2023-24

A casual-labour household in town spends – a head: well under the urban mean of –, and below even rural regular-wage non-farm work at –. A regular wage buys – the casual rupee in towns. And the top urban row is "others", at –: the earner-less households are the biggest spenders per head.

Engel's law, observed

share of MPCE, per cent, 2023-24

Two rupees, split. The poorer the setting, the larger the share that eats: Engel's law, visible in a single pair of bars.

Where the rupee goes: thirteen categories, two Indias

–
2023-24, rural food share
Source: MoSPI, NSO, HCES, percentage share of MPCE by broad item category, 30-day recall basis, without imputation, rows sorted by the rural share Source ↗
How to read this

Each row is a category of spending; the blue dot marks the rural share of the rupee, the dark dot the urban. Where the dark dot sits to the right, the city spends the larger share: schooling, rent, services, processed food. Where the blue dot leads, it is mostly the kitchen: cereals, milk, vegetables, fuel for the stove.

A share is not an amount. The city's smaller food share still buys more food, because it is a slice of a larger rupee. What the shares reveal is priority under constraint: what a budget defends first.

As of 2023-24

Food takes – of the rural rupee and – of the urban. The widest split is rent: – of urban spending against – rural, since the village mostly owns its roof: and education nearly doubles in the city, – against –.

How to read this

Each row is one category; the dots show how many percentage points its budget share gained or lost between the two survey rounds. The dark dot is rural (blue where the move is half a point or more), the pale dot urban. Read the zero rule as the dividing line: right is a category that grew as a share of spending, left is one that shrank.

The surprise is at the aggregate. Food's share rose in both sectors: – rural, – urban: the wrong direction for Engel's law in a single year of rising incomes. The drivers are visible on the strip: vegetables and processed food climbed, edible oil fell hardest in villages and fuel and light in towns. The oil fall is most likely a price story: cooking oil got cheaper through 2023-24, as the oils-and-fats line in the CPI guide shows. The cereal plate in §06 is the opposite case, a staple that got dearer.

Between the rounds

Edible oil: – rural. Vegetables: – rural. Fuel and light: – rural and – urban, the largest move in towns. Beyond these few, the basket barely shifted: rent, education and conveyance each moved under a quarter of a point in both sectors, a sign of how sticky a household budget is over one year.

How to read this

Everything else in this guide is rupees; this plate is weight. A kilogram needs no deflator: it is the same kilogram in both rounds and both Indias. Cereals are the one food the survey publishes by weight, and they are the budget's oldest anchor: bought first, bought everywhere.

The section above showed Engel's law in shares of money. This is the same law in physical units. As budgets grow, the plate does not grow with them: what changes is what sits beside the grain.

As of 2023-24

A rural Indian consumes – of cereals a month, down from – in the round before; a city-dweller –, near flat. The rupees moved the other way: the rural cereal bill rose – to – a head: dearer grain, not more of it. Rice still outweighs wheat in the village, – to –, and the fall is almost all rice: – round on round, against – for wheat.

rural cereals, 2023-24, ₹/head/month
Source: MoSPI, NSO, HCES, per-capita monthly value of cereals, ₹, without imputation, the counterpart to the kilogram plate: the same baskets, a different unit Source ↗
How to read this

Hold this plate next to the one above. The kilograms move left: fewer cereals eaten. The rupees move right: a larger cereal bill. Lines travelling in opposite directions can mean only one thing: the price per kilogram rose. The survey does not publish that price directly; the two plates together derive it.

As of 2023-24

The rural cereal bill reached – a head, up from – the round before: a rise of – on a quantity that fell. Every additional rupee here bought less grain than it did, not more.

07

What this measures

MPCE is monthly per capita consumption expenditure: the value of everything a household consumed in the reference period, divided by the number of people in it. The surveyor asks with a mixed clock, the last 30 days for everyday items, the last 365 for durables, clothing and the rare big-ticket purchase, and everything is converted to a 30-day figure per person. Home-grown grain that the family eats counts; a wedding gift given away does not.

It is a sample survey, household by household, run across every state and union territory. Each round is a cross-section: a photograph, not a film. The two rounds so far, 2022-23 and 2023-24, were designed alike, so their photographs can be held side by side; they are never averaged or chained into a trend line.

Every figure comes in two conventions. The headline is "without imputation". The "with imputation" variant adds an estimated value for goods households received free through social-welfare programmes: subsidised grain taken at zero price, a free cycle, a free uniform. And there is a wall behind the data: the previous consumption survey, 2011-12, asked its questions differently. The API does not serve it, and this guide never reaches across the redesign.

The map, then the measure of spread

How to read this

Every state carries both Indias. The blue dot is its villages, the dark dot its towns, and the line between them is the internal gap each state lives with. States sort by their rural dot: the vertical drift of blue dots is the inequality between states, the length of each connector the inequality within one.

Small states and UTs sit oddly high, a city-state has almost no countryside, a Himalayan state has almost no metro, so read the big populous states against each other, and the outliers as geography.

As of 2023-24

Rural Sikkim spends – a head; rural Chhattisgarh, –: a spread of –. Rural Delhi, at –, outspends the average Indian city-dweller (–). The urban column runs from – down to –.

How to read this

This is the first bar of the Engel section, drawn thirty-six times. The rule from that section holds across the map: where budgets are tighter, more of the rupee eats, so the states near the bottom of the spending strip above tend to sit near the top of this one.

A share is still not an amount. A state can hold a high row here because food is dear there, not only because budgets are thin: a Himalayan winter prices the plate differently from a delta harvest. Read the rank, then ask why.

As of 2023-24

Rural Ladakh gives food – of its rupee; rural Kerala and rural Delhi, tied at the bottom, –. Bihar's towns give food a larger share (–) than Kerala's villages. In every state but one the dark dot sits left of the blue: the exception is Lakshadweep, whose towns hand food – against – in its villages.

Inequality, measured in what people spend

–
2023-24, rural, headline
Source: MoSPI, NSO, HCES, Gini of the per-capita consumption distribution, 0 is perfect equality, 1 is one person spending everything Source ↗
How to read this

A consumption Gini runs lower than an income Gini everywhere, because the rich save: spending is always more equal than earning. And a household survey undercounts the top: the richest households rarely open the door to a surveyor, and their consumption is hardest to record when they do. So read these dots as a floor under inequality, not a ceiling.

What the survey can say honestly is the direction of travel between two rounds built the same way.

Between the rounds

Every dot moved left. The rural Gini fell from – to –, the urban from – to –. Counting free welfare goods lowers each figure a little further, because that grain and those goods go mostly to poorer households; they add – to the rural mean and – to the urban.

Find your state, then read across. Each figure is the average spent per person in a month, so a family of four spends roughly four times as much. Rent is small in villages because most families own their homes; the survey counts rent only where it is paid.

Health spending is lumpy: a few households with a hospital stay that month raise the average for everyone. The average does not say what a typical family spends; it says what the state spends, divided by its people.

How to read this

The headline MPCE counts only what a household paid for. Many households also receive rice or wheat free from the ration shop, and some receive school uniforms, laptops or cycles. The survey puts a value on those and publishes a second figure "with imputation". The gap between the two is a rough measure of how much the state's welfare reaches the plate.

As of 2023-24

How to read this

Each row is a state, with a dot for its villages and one for its towns. A Gini of spending runs lower than a Gini of income or wealth, because the poor spend most of what they have and the rich save, so these figures understate inequality. Compare states with each other, not with income Ginis published elsewhere.

As of 2023-24

Most unequal: –. Least: –. All India: rural –, urban –.

10

How to misread this number

  • i.

"The average family lives on – a month."

MPCE is per person, not per household. A rural family of five at the average spends about – a month. Still modest: but a different number, and the one to use when the headline gets compared to a salary.

  • ii.

    "Spending has doubled since 2011-12."

The survey was redesigned after 2011-12: new questionnaire, new recall structure, new item list. The old rounds measure a different thing and are not served alongside these. Any line drawn across the redesign is a comparison the survey's own designers refuse to make; this guide refuses it too.

  • iii.

    "Urban India is – richer."

The gap is in nominal spending, not welfare. City prices, above all rent, are higher, so a rupee buys less there; and spending is not income in either place. The real gap in living standards is smaller than the raw ratio, though how much smaller depends on a price deflator this survey does not provide.

  • iv.

"The Gini fell, so inequality is solved."

This is a consumption Gini from a household survey: it misses income, misses savings, and undercounts the very top, which is where Indian inequality concentrates. The fall between two comparable rounds is real evidence: of spending compression, over one year, above a floor. That is all it is evidence of.

  • v.

    "With-imputation is the real number."

Neither convention is more real; they answer different questions. Without imputation counts what households actually paid: the cash-economy figure. With imputation prices in the free welfare goods they consumed: the living-standard figure. The headline convention is the first. Quoting the second without saying so moves the goalposts by a footnote.

Sources, method and revisions

Source of record

Ministry of Statistics & Programme Implementation, National Statistical Office. Household Consumption Expenditure Survey, 2022-23 and 2023-24 rounds, retrieved via the eSankhyiki API, vintage –.

Two disclosures carry through every chart. First, the headline convention is "without imputation"; the with-imputation variants are shown and named where used. Cereal quantities are published in that convention only. Second, only these two rounds exist in the API: the 2011-12 and earlier NSS consumption rounds use a different method, are not served, and are never spliced or compared here.

All nine indicator families of the HCES release are baked into this guide's data, every one by state and for both conventions where the survey publishes both. The broad-category table in rupees feeds the state spending tables; its shares twin feeds the food-share map.

A misprint at source. In the rupee table for 2022-23, rural, without imputation, the rows printed under Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand and Karnataka are those of Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh and Delhi: each block adds up to the other state's MPCE to the rupee. Those six cells are left out; the same cells of the share table are consistent and are kept. The 2023-24 round is unaffected.

Revisions & uncertainty

Survey estimates are final on release. Each round is a cross-section; the two rounds are comparable by design but are never averaged or chained. All figures are sample estimates and carry sampling error the published tables do not quantify.

Where something is not measured, incomes, prices, the far top of the distribution, this guide says "we do not know" rather than inventing a number.

This guide

Consumption, version 1.2 (October 2026), on the 2023-24 round. v1.1 extended the first release with the social-group, household-type, cereal-quantity, cereal-value and state food-share families; v1.2 adds every indicator by state, the rupee spending tables, the with-imputation figures by state and inequality by state. Next scheduled revision: on release of the next HCES round.
