The price at the factory gate.
Before anything reaches a shop shelf, it is sold once already: mill to trader, refinery to pump, loom to garment exporter. This is the price of that first sale, and it moves to a different music than the one you pay.
The current reading
––
The wholesale print for Aug 2026 is 9.92%, up from 9.78% in July and a shade under the 9.97% it touched in June. Fuel carried it: 22.93%, the highest rate among the five groups, up 2.88 points on the month and 26.01 points on a year ago. The rest did not follow in step: primary articles eased to 7.76%, down 0.76 points, the only major group to fall while the headline rose.
Manufactured products, the quiet two-thirds, rose to 8.37%: a ninth straight monthly rise, but a move of only 0.08 points and a year-on-year gap of 6.34 points, the smallest of the five. Food is the slow climber at 7.05%, a tenth consecutive rise, and much of the headline's height is arithmetic: a year ago primary stood at -3.69% and fuel at -3.08%.
The two-digit groups run from Mineral Oils at 38.48% down to Electricity at -1.73%, and the 142 sub-groups from Lignite at 62.42% to Manufacture Of Magnetic And Optical Media at -14.59%. Among the 953 items the median rate is 5.87%, with 513 rates faster than last month against 414 slower and 141 below zero; the extremes are Sulphur at 303.87% and Tomato at -40.2%, and the eight sub-sub-groups run from Fruits at 8.18% to Non-Coking Coal G15 to G17 at -7.82%.
Wholesale prices were 9.92% higher in Aug 2026 than a year earlier, and this is a factory-gate number: rents, school fees and every service sit outside it, and shop margins stand between it and your receipt.
Fuel sped up most against a year earlier, to 22.93%, and manufactured products moved least, to 8.37%; primary articles stood at 7.76% and food at 7.05%. Energy takes months, not weeks, to reach a shop, and we do not know how much of the fuel rise gets there. The figure is provisional, revised in about eight weeks; the revision is usually small, occasionally not.
The spread underneath is wider than the headline suggests: Mineral Oils is highest of the 29 two-digit groups at 38.48% and Electricity lowest at -1.73%, while the 953 items run from sulphur at 303.87% to tomato at -40.2%. Of the 142 sub-groups, 82 rose faster than the month before and 59 slower, with Lignite at 62.42% and Manufacture Of Magnetic And Optical Media at -14.59% at the ends; of the eight sub-sub-groups, Fruits is highest at 8.18% and the lowest grade of coal at -7.82%.
The new base: two rulers through the overlap
y/y %, base 2022–23 and base 2011–12–
The Office of the Economic Adviser has moved the index to a new base year, 2022–23. The new basket is larger, 953 items against 697, and it is weighted to the economy of 2022–23 rather than 2011–12. Crude petroleum and natural gas has also moved, from primary articles into fuel and power, so the parts of the two indices are not like for like.
The blue line is the new index; the grey line is the old one, which the OEA stopped after April 2026. Each year-on-year figure is computed inside its own base, from that base's own levels. Where both lines exist, they read the same months with two different rulers. The gap between them is the new basket at work, not an error, and it is why we never join the two into one number.
On the new base, wholesale inflation was – in –. In –, the last month both indices describe, the new base read – and the old base –. Across the – months the two share, they part by at most –, in –.
Thirty years of wholesale prices, on four rulers
The wholesale index has been rebuilt three times since 1994, each time with a bigger basket weighted to a newer economy: 437 items on the 1993–94 base, 676 on 2004–05, 697 on 2011–12 and 953 on 2022–23. Each colour is one basket. Where two colours run over the same months, they are two rulers measuring the same economy, and their small disagreement is the difference between the baskets.
The highest reading in three decades is –; the lowest is –. Today's reading on the newest ruler is –.

What is in the basket
Weights, per cent, base 2011–12Three groups, and the skew is the whole story: nearly two-thirds of the wholesale basket is manufactured goods, which barely move, while the volatile third, what comes out of the ground and what burns, supplies nearly all of the drama. The food index, published separately, straddles primary articles and manufactured food.
Plate 1: the headline and its parts
y/y %, monthly, base 2011–12, to April 2026Ten years at the factory gate: the calm core, the volatile rim
Watch the grey line that barely ripples: that is two-thirds of the economy's goods. Then watch the dark one, primary articles, which swings through double digits in both directions. The blue headline is their weighted truce: it always ends up nearer the calm line than the wild one, which is precisely what the weights mean.
Notice 2023: the headline spent seven months below zero while consumer inflation ran above five. Nothing was broken. Wholesale goods were retracing the commodity spike while retail services kept climbing: the two indices were measuring different terrain and both were right.
On this base the headline climbed for ten straight months to its last print: from – in September 2025 to – in April 2026, a reading last exceeded in October 2022, when the post-invasion commodity shock was still working through the pipeline.
The shape of the climb changed in April. Until March it was a broad, gentle firming; April was a fuel event stacked on top of it. The old base stops there. What happened next is on the new base, in §02 and the current reading.
What this measures
The Wholesale Price Index tracks the first transaction in the economy: the price a miner gets for ore, a mill for flour, a refinery for diesel, a power station for a unit of electricity. When wholesale inflation is 8 per cent, this basket of first sales costs 8 per cent more than it did a year ago.
Two absences define it. There are no services here: and services are more than half of the economy you live in. And there are no retail margins: the price is quoted at the factory gate, before transport, before the distributor's cut, before the shop. It is a producer's-eye view of inflation, not a consumer's.
It is also a Laspeyres index: a fixed basket, weighted to one year's economy. The plates in §05 and from §07 to §11 use the 2011–12 basket, which the OEA retired after April 2026; the 2022–23 basket in §02 is larger, 953 items against 697, and closer to today's economy, but it will age the same way. Treat the level with respect and the composition with suspicion.
The parts, one plate each
y/y %, monthly, base 2011–12, to April 2026Fuel & power: an eighth of the basket, all of the weather
This is the most violent line in Indian price statistics: a 51 per cent peak in June 2022, a 23 per cent trough in the same cycle, and everything in between. It answers to global crude, to administered electricity tariffs, and to the arithmetic of the year-ago denominator, usually in that order of volume.
April 2026's –, this base's last print, was the highest since the 2022 shock, and it arrived in a single step from near zero. What sits behind the step is not disclosed in this table, the index records the price, not the cause, and we will not invent one. What the table does say: the last time this line moved like this, the headline followed for a year.
Manufactured products: the two-thirds that hardly moves
If the fuel line is the weather, this is the climate: metals, chemicals, textiles, machinery: the processed bulk of the goods economy. It lives in a narrow band, and when it leaves the band, as in 2021–22, the cause is imported: input costs arriving from the two volatile groups with a lag of a few months.
At – in April 2026, this base's last print, manufactured inflation was at a three-year high but still inside its historical murmur. Whether the fuel shock passed through into this line is a question for the new base: the current reading at the top of the page carries it. That pass-through is the one that reaches consumer prices.
The groups, one by one
29 groups, y/y %, base 2011–12, 2016 to April 2026Twenty-nine groups: where the average stops being useful
Each panel is one group on its own clock, drawn to an axis it shares with its class. Stop reading lines and start reading rows: when wholesale inflation moves, the commodity rim, the panels on the wide axis, does the moving, and the manufactured mass below barely registers. A flat panel is not a failed chart. It is the finding.
The two axes are a concession, not a trick. Crude petroleum has swung through 130 points of y/y in a decade; beverages through four. One shared scale would iron twenty-two panels flat and tell you nothing. So the split is disclosed, and each class stays comparable within itself.
April's fuel event is legible at group level: crude petroleum & natural gas at –, mineral oils at –. Beside them sits other manufacturing at –: that group is mostly jewellery, which is to say gold, not a factory story. The rim is hot almost end to end.
The mass is quieter but not still. Textiles at – is the one calm-axis panel past the blue threshold, and basic metals, up on the wide axis at –, is running well ahead of the manufactured average. If April's fuel shock passes through, these are the panels to watch.
The long tail: 134 sub-groups
Extremes, y/y %, base 2011–12, full CSVThe extremes ledger: fifteen hottest, fifteen coldest
| Sub-group | Latest y/y | vs prev. month | Year ago | 2016 to 2026 |
|---|
This is where "inflation" stops being one number. The wholesale index is an average of averages, and every sub-group here is somebody's entire cost sheet: the rope-maker does not live the headline, only the price of rope. In any given month the spread across these 134 series runs to tens of points; the headline sits somewhere in the middle and describes almost no one exactly.
Thirty rows are shown; the field is 134. The rows in between are quieter, which is why they live in the CSV rather than on the page: a table of everything is a table of nothing.
The April spread runs – points end to end: – at – down to – at –. Gold, fibres and wires carry the top of the table; the bottom is food processing and electronics.
The median sub-group sits at –, and – of the 134 are below zero in the same month the headline runs past eight. That is what a fuel-led print looks like from underneath: narrow heat, wide calm, and pockets of outright deflation at the factory gate.
The 697 items
Extremes, y/y %, base 2011–12, full CSVThe finest grain: fifteen hottest, fifteen coldest of 697
| Item | Latest y/y | vs prev. month | Year ago | 2016 to 2026 |
|---|
This is the finest grain wholesale prices are published at: the level where "inflation" stops being a number and becomes onions, HR coils and jet fuel. Everything above this table is an average of something; these are the goods themselves, 697 of them, each with its own index and its own weather. And the deeper you go, the wider the field: sub-groups spread across tens of points in a month, items across hundreds.
The lineage under each name is the path back up the tree, so a hot row can be traced to the aggregate it feeds. Thirty rows are shown; the rest are quieter, and they ship complete in the CSV.
The April spread runs – points end to end: – at – down to – at –. The fuel event is legible item by item: petrol at –, ATF at –, HSD at –: one refinery gate, three grades of the same shock.
The median item sits at –, and – of the 697 are below zero in the same month the headline runs past eight. Onion, the old headline-maker, prints –: this is not a food print, and the item table is where that is easiest to see.
From the factory gate to the shop
WPI food index against CPI food, y/y %, base 2011–12 and 2012Wholesale food and retail food
A tomato is sold at least twice: once in the mandi, once at the cart. The wholesale index records the first sale, the consumer index the second. The two baskets differ (the WPI food index has no restaurant meals; the CPI has no sugar sold to factories), and the retail price adds transport, rent and the shopkeeper's margin, which move slowly. So the retail line tracks the wholesale one without matching it point for point; the plate measures how closely, and with what delay.
This is the link people mean when they say wholesale prices "pass through" to the shop. It is real for food. For manufactured goods the pass-through is weaker and slower, which is why a fall in the headline WPI rarely shows up as cheaper goods on the shelf.
Over the – months both series cover, the retail line matches the wholesale line best – (correlation –). Wholesale food swung between –; retail food between –. Month to month, the wholesale line moved – the retail one.
How to misread this number
- i.
"Wholesale inflation is 8%, so consumer inflation will be 8%."
No. The wholesale basket contains no services and no retail margins: it cannot map one-to-one onto the cost of living. In 2023 the WPI spent seven months in deflation while the CPI ran above five per cent. The two indices were not contradicting each other; they were describing different parts of the economy, both correctly.
- ii.
"The headline is the whole story."
A single fuel month can add four points to the headline while two-thirds of the basket quietly does nothing. Before drawing any conclusion, open the groups. The composition of a print matters more than its size.
- iii.
"Deflation at the gate means deflation in the shop."
Falling wholesale prices mean producers are paying less for inputs: relief that reaches consumers partially, slowly, or not at all, depending on who owns the margin in between. The 2023 wholesale deflation was invisible on most shop shelves.
- iv.
"The first print is the print."
WPI is released provisional and revised to final about eight weeks later. Revisions are usually decimal dust, but they move the levels: and because every y/y is a ratio of levels, a revised denominator moves last year's growth too. The vintage matters.
- v.
"It tells you what industry earns."
These are output prices at the gate, not profits. Costs, wages, credit, logistics, live outside the index entirely. A rising WPI is compatible with shrinking margins, and frequently coincides with them.
