Prices: House prices, BIS, RBI HPI and NHB RESIDEX

What a home costs, city by city.

A home is the largest thing most Indian families ever buy, and its price is the hardest to pin down: no two flats are alike and few change hands each year. Three official bodies measure it, each in its own way. Read together, they say how fast homes are getting dearer, and where.

In rupees
–
What the figures say

House prices rose 4.2% on a year ago in Q1 2026, the March quarter, a little faster than the 3.6% of the quarter before, and the nominal index has now risen in four straight prints.

The gain in rupees is genuine. After inflation it narrows to 1.1%, down from 3.0% three months earlier, and the real index is still below its peak, reached in 2019. The city figures run a quarter later, covering April to June 2026, and are provisional: Chandigarh was up 49.6% on a year ago, Kolkata down 31.5%.

A single city's number swings with the mix of homes sold that quarter, so those two are the ends of a range, not a ranking. Delhi's index sits below its 2022-23 base; the 18-city composite does not. Among the 14 economies BIS compares, India's real change ranks sixth, with Australia highest at 4.2% and China lowest at minus 7%.

What they do not say

The index counts registered sales in a handful of big cities, not the price of every home, and registered values can sit below what buyers actually pay.

It says nothing about incomes, and on its own it cannot say whether homes became easier to afford. The nominal index has climbed for four quarters now. Deflated by consumer prices, the real change on a year earlier was 1.1% in Q1 2026. The cities inside it disagree, from Chandigarh up by about half on a year ago to Kolkata down by about a third, with the 18-city composite well above its 2022-23 base and Delhi just below. We do not know how prices moved in the smaller towns where most Indians live.

In rupees, and after inflation

BIS, India, index 2010 = 100

In rupees homes cost several times their 2010 price; after inflation, far less, and below the 2019 peak

How to read this

Both lines start at 100 in 2010. The blue line is the price of a home in rupees. The gold line divides it by consumer prices, so it asks a different question: compared with everything else a family buys, have homes become dearer? When the blue line rises and the gold line is flat, homes are only keeping pace with inflation.

Real prices matter for the buyer who must save for a deposit out of a salary that also rises with inflation. Nominal prices matter for the seller and for the size of the loan.

As of Jan to Mar 2026

The nominal index stood at –, – its 2010 level. The real index stood at –, – below its peak of – in –.

The gap between the two lines is roughly the rate of consumer price inflation. Above zero, the real line says homes got dearer than other things; below zero, cheaper. In the early 2010s prices rose by a fifth a year in rupees and well ahead of inflation; since then the two lines have drawn close.

As of Jan to Mar 2026

Nominal prices rose – on a year earlier and real prices –. Over the last – quarters the real change averaged –.

City by city

RBI house price index

Over fifteen years, Lucknow's prices quadrupled; Kanpur's did not double

RBI house price index, 10 cities, index 2010-11 = 100, latest quarter of the 2010-11 base (Jan to Mar 2025). An index of 300 means three times the 2010-11 price.

How to read this

Each bar is one city's index at the end of the 2010-11 series. Because every city starts at 100, the bar's length is the city's own rise since 2010-11, not its price level: a short bar in Mumbai does not mean Mumbai is cheap, only that its prices rose less from an already high level.

As of Jan to Mar 2025

The highest index was –, the lowest –. The middle of the ten cities stood at about –.

Source: RBI house price index (DBIE report 688), base 2022-23. The latest quarter is provisional; RBI revised several cities sharply between provisional and final in 2025. Source
How to read this

The RBI builds each city's index from sales registered with the state, comparing like with like as far as the records allow. In a single quarter only a few thousand homes may sell in a city, and the mix changes: a quarter heavy with sales in an expensive suburb can push the index up without any flat getting dearer. One-year changes in single cities are therefore noisy; Kolkata's index rose by about half between late 2023 and mid-2025, then gave it all back within a year.

As of Apr to Jun 2026

The highest index was –'s, at –, and the lowest –'s, at –. On a year earlier, – of the 18 cities rose; the largest rise was – and the largest fall –.

Three rulers

BIS, RBI and NHB, change on a year ago

Three measures of India's house prices, rising at different speeds

Change on a year ago, per cent: the BIS series, the RBI's all-India index (10 cities on the 2010-11 base, then 18 cities on the 2022-23 base) and NHB RESIDEX for India on its 2017-18 and 2024-25 bases. Each line stays on its own base; none is joined to another.
–
spread between rulers, latest
Sources: BIS (WS_SPP, WS_DPP); RBI house price index via BIS; NHB RESIDEX, assessment prices, four-quarter moving average. Changes for RBI and NHB computed here from each base's index. Source
How to read this

The RBI's index uses the prices recorded when a sale is registered. NHB's RESIDEX uses the values banks and housing finance companies put on homes when they lend against them, smoothed over four quarters. BIS's series is built from the RBI's. Different sources, different cities and different weights give different numbers; where they agree on direction, the direction is probably real.

As of Apr to Jun 2026

On the latest quarter each publishes, BIS shows –, the RBI's 18-city index – and RESIDEX –. The RBI's two bases overlap for – quarters, in which their changes on a year differ by up to –: one more reason never to join them.

How to read this

Each bar compares a city's index with a year earlier. The moving average smooths out a single quarter's noise but makes turns show late, by up to a year. NHB also publishes each quarter on its own; both versions are in the data download.

As of Apr to Jun 2026

A square foot in Mumbai costs nearly four times what it does in the middle city

Source: NHB RESIDEX, assessment prices, weighted average carpet-area price, four-quarter moving average, base 2024-25. Flat price = price per sq ft × 646, computed here. Source
How to read this

Carpet area is the floor you can walk on, inside the walls; builders often quote a larger "super built-up" area, so a carpet-area price looks higher than an advertised one. These are averages over a whole city, from posh districts to the outskirts, of homes that someone took a loan to buy.

As of Apr to Jun 2026

The highest average price was – a square foot, which puts a 646 sq ft flat at about –. The lowest was –. The median city stood at –; Mumbai's price is – that.

06

Compared with other economies

Real house prices, change on a year ago

After inflation, India's house prices are rising slowly; in several large economies they are falling

Real residential property prices, % change on a year ago, latest quarter BIS publishes for each economy.

India's rank, fastest first

How to read this

Each country's series is compiled by its own authorities and only harmonised by BIS, so small differences mean little. The comparison is useful for direction: whether homes are getting dearer than other things in most places, or only in some.

As of Jan to Mar 2026

India's real change, –, ranked –. The fastest was –; the slowest –.

07

Are homes getting more affordable?

Affordability is a price set against an income, and these indices measure only the price. What they can say is how homes moved against other prices: since the real index peaked in 2019, homes have become slightly cheaper relative to everything else a household buys, after a decade in which they became much dearer. For a family whose income kept pace with inflation, that means the house it wanted in 2019 is a little easier to afford now, and the house it wanted in 2010 a good deal harder.

What they cannot say is whether incomes kept pace, how interest rates changed the cost of a loan, or what happened in the smaller towns these indices do not cover. The RBI runs a separate survey of home loan affordability that is not part of this guide. We do not know, from these numbers alone, whether a typical family finds a home easier to buy than a decade ago.

08

What this measures

The RBI's house price index is built from transaction prices that state registration authorities send the Reserve Bank. It covered nine cities from 2008-09, ten cities on a 2010-11 base, and eighteen cities on a 2022-23 base; each base is a separate ruler and this guide never joins them. The all-India figure is a weighted average of the cities. The latest quarter is provisional and is often revised.

NHB RESIDEX is the National Housing Bank's index, launched in 2007. Since 2017-18 it uses the valuations banks and housing finance companies record when they lend against a home ("assessment prices"), and until 2024 it also tracked developers' prices for flats under construction. It covers about fifty cities on three bases: 2012-13, 2017-18 and 2024-25. NHB publishes both a four-quarter moving average and the quarter on its own, and prices per square foot by size of home.

BIS, the Bank for International Settlements, collects house price series from national authorities and puts them on a common footing. Its India series comes from the RBI's index, rebased to 2010 = 100 and linked across the RBI's bases by BIS; the real series divides by consumer prices. Use it to compare India with other countries and to see real prices; use the RBI and NHB series for cities.

09

How to misread these numbers

  • 1

"The index for Lucknow is higher than Mumbai's, so homes in Lucknow cost more."

An index measures change, not level. Each city starts at 100 in its base year. Lucknow's higher index means its prices rose more; Mumbai's prices per square foot remain far higher.

  • 2

"House prices doubled, so property beat every other investment."

In rupees, perhaps. After inflation the gain is much smaller, and the index leaves out stamp duty, brokerage, maintenance and the cost of the loan, as well as the rent an owner saves or earns.

  • 3

"Kolkata's prices fell by a third in a year."

A single city's index can swing with the mix of homes sold in a quarter. Look at several quarters, and at whether the other rulers agree, before reading a city's one-year move as a trend.

  • 4

"The RBI's index and RESIDEX disagree, so one of them is wrong."

They measure different things: registered sale prices against lenders' valuations, different cities, different weights, a moving average against a single quarter. Disagreement on size is normal; disagreement on direction is the thing to notice.

  • 5

    "The index covers India."

It covers big cities. Most Indians live in smaller towns and villages, where no official house price index exists.

India Atlas, “House prices”, data vintage 2026-10-09. atlas.thisindianlife.today/guides/housing/

Sources, method and revisions

Source of record

Reserve Bank of India, house price index (DBIE report 688), read from India Atlas's archived copy of DBIE; National Housing Bank, RESIDEX dashboards; Bank for International Settlements, residential property prices (WS_SPP, WS_DPP), from India Atlas's archived copy of the BIS statistics. Data vintage –.

Checked by hand: the RBI's 18-city all-India index for January to March 2026, 115.85 here, against 115.9 in the RBI's press release of 29 May 2026 (later revised to 116.2, a revision BIS has not yet picked up).

Method

Values are as published. Changes on a year ago for the RBI and NHB series are computed here from each base's own index; the price of a 646 sq ft flat is NHB's price per square foot times 646. Final RBI values are used where published, provisional otherwise. Zeros that NHB serves for missing values are treated as missing.

Revisions and breaks

Three RBI bases (2008-09, 2010-11, 2022-23) and three NHB bases (2012-13, 2017-18, 2024-25) are separate rulers and are never joined here. BIS links the RBI's bases in its own series; that link is BIS's. NHB's back-casts of newer bases into older years are not used.

This guide

Version 1.0, built October 2026. Revised each quarter as the RBI, NHB and BIS publish. BIS does not endorse this guide.
